नेपाल र नेपाली जनताको लागि यो कस्तो बिडम्बना हेर्नुस् त यहाँ !!!

राष्ट्रपतीज्यू भारतमा आफ्नो मर्यादा बिर्सिदै कनिस्ठका घर घरमा, प्रचण्डज्यू संबिधानसभा ब्युँताएर आफै प्रधानमन्त्री बन्ने धुनमा, शुशीलज्यू आफ्नो पालो दाबी गर्ने धुनमा, एमाले यता होकी उता के गर्ने भन्ने धुनमा, रा.प्र.पा नेपाल रथयात्राको धुनमा, बाबुराम कुर्सी नछोड्ने धुनमा !

राष्ट्रपति डा. रामवरण यादवले कुटनीतिक मर्यादा बिपरित भारतमा भेटवार्ता गरेको भन्दै कुटनीतिका जानकारहरुले आपत्ति जनाएका छन् । पाँच दिने औपचारिक भ्रमणमा दिल्लीमा रहनुभएका राष्ट्रपति यादवले
बुधबार राष्ट्रपति, प्रधानमन्त्री, बिदेशमन्त्री र बिपक्षी दलका नेताहरुलाई पनि भेट्नुभयो । प्रोटोकलमा प्रधानमन्त्रीभन्दा माथि नेपालका राष्ट्रपतिले भारतीय प्रधानमन्त्री मनमोहन सिंहलाई उहाँकै निवासमा पुगेर भेट्नुभयो । कुटनीतिज्ञहरुले प्रोटोकलमा तल रहेका प्रधानमन्त्रीलाई उहाँकै निवासमा पुगेर भेट्नु र भोजन गर्नुलाई मर्यादाविपरित भन्दै त्यसले मुलुकको बेइज्यत भएको प्रतिक्रिया दिएका छन् । सामान्यतयाः राष्ट्रपति बसेकै होटलमा प्रधानमन्त्री भेट्न जाननुपर्नेमा नेपालका राष्ट्रपतिले मर्यादा बिर्सेर प्रधानमन्त्रीकहाँ पुगेको उनीहरुको तर्क छ । ‘राष्ट्रपतिको भ्रमणमा प्रोटोकल त भद्रगोल नै देखियो’ कूटनीतिज्ञ एवं पूर्वराजदूत डा. जयराज आचार्यले अनलाइनखबरसँग भन्नुभयो- ‘यस्तो मर्यादाविपरित काम गर्न सल्लाह दिने राष्ट्रपतिका बिदेश मामिला र प्रेस सल्लाहकारलाई निलम्बन गरिदिए हुन्छ ।’ उहाँले यस्तो भद्रगोलबारे आफुलाई टिप्पणी गर्न पनि लाज लागेको बताउनुभयो । परराष्ट्र मामिलाका जानकार एवं पूर्व प्रधानमन्त्री माधवकुमार नेपालका तत्कालिन बिदेश मामिला सल्लाहकार राजन भट्टराईले कुनै पनि देशका राष्ट्रपतिले प्रधानमन्त्रीलाई निवासमै पुगेर भेटेको आफूलाई थाहा नभएको प्रतिक्रिया दिनुभयो । भारतका लागि पूर्वराजदूत दुर्गेशमान सिंहले पनि राष्ट्रपति प्रधानमन्त्रीलाई भेट्न उहाँको निवासमा जानु सामान्य अभ्यास नभएको र यो राम्रो नभएको प्रतिक्रिया दिनुभयो । उहाँले भारतमा नेपालका राजदूत नहुँदा पनि यस्तो समस्या आएको हुनसक्ने बताउनुभयो ।

यसअघि बनारस हिन्दु विश्वविद्यालयको कार्यक्रमलाई पनि राष्ट्रपतिलाई पहिले भनिएको भन्दा फरक उपाधिबाट सम्मान गरिएको थियो । ‘डक्टर अफ लेटर्स’ दिने भनिए पनि ‘डक्टर अफ ल’ को उपाधि प्रदान गरिएको थियो । आचार्यले भन्नुभयो- उहाँले जे सम्मान थाप्नुभयो, त्यो कुनै पनि देशका राष्ट्रप्रमुलाई दिने चलनै छैन् ।’

भारतीय राष्ट्रपतिलाई नेपाल भ्रमणको निम्तो

राष्ट्रपति डा. यादवले भारतीय राष्ट्रपति प्रणव मुखर्जीलाई नेपाल भ्रमणको निम्तो दिनुभएको छ । नयाँदिल्लीस्थित राष्ट्रपति भवनमा भएको भेटमा यादवले भारतीय समकक्षी मुखर्जीलाई नेपाल भ्रमणको निम्तो दिनु भएको हो ।

जवाफमा भारतीय राष्ट्रपतिले आफू नेपाल आउन इच्छुक रहेको र उपयूक्त समय मिलाएर आफू नेपाल आउने बताउनु भएको स्रोतले बताएको छ । नेपालका हरेक प्रधानमन्त्री र राष्ट्रपति भारत जाने गरेपनि भारतीयहरु नेपाल आएको भन्दै धेरै समय भइसक्यो । नेपाल मामिलाका जानकार समेत रहेकमा भारतीय राष्ट्रपतिले नेपालको राजनीतिक गतिरोध लम्बिनुको कारण, सहमतिको अवस्था, निर्वाचन, नेपालको शान्ति र स्थायित्वको विषयमा जिज्ञासा राख्नु भएको थियो ।

भारत राष्ट्रिय सहमति बनाउने प्रयासमा

यसैवीच राष्ट्रपति डा. यादवसँग उपराष्ट्रपति हमिद अन्सारी, काग्रेस आई कि अध्यक्ष सोनिया गान्धी, विदेश मन्त्री सलमान खुर्सिद, राष्ट्रबादी काग्रेसका महासचिव डीपी त्रिपाठी, भारतीय कम्युनिष्ट पार्टी माक्र्सबादीका बरिष्ठ नेता सीताराम येचुरी र कांग्रेस आईका महामन्त्री जनार्दन द्विवेदीले भेटवार्ता गर्नु भएको छ । भेटमा नेपालको पछिल्लो राजनीतिक अवस्था, सहमतिको सम्भावना, निर्वाचन र राष्ट्रपतिको कदमको विषयमा चासो ब्यक्त गरेका थिए । सोनिया गान्धीले नेपालमा सहमतिमा निर्वाचन भएर राजनीतिक स्थायीत्व हुन्छ कि हुँदैन भनेर चासो राख्नुभएको थियो ।

भेटपछि भारतीय विदेशमन्त्री खुर्सिदले भारत नेपालमा राष्ट्रिय सहमति जुटाउन प्रयासरत रहेको बताउनुभएको छ । भारतले नेपालमा शान्ति र स्थिरता कायम भएको हेर्न चाहेको भन्दै उहाँले भन्नुभयो-’नेपालको राजनीतिक प्रक्रिया र राष्ट्रिय सहमति बनाउने प्रयासमा भारत छ । हामी सँधै भारतको पक्षमा छौं ।’ नेपाल र भारतको ऐतिहासिक सम्बन्धका कारण पनि नेपालको मामिलामा भारतको चासो स्वभाविक भएको उहाँको भनाइ छ ।

नेपालमा सहमतिमा निर्वाचन हुनुपर्छ भन्ने भारतको मत रहेको भन्दै उहाँले दलहरु मिल्न नसकेकोमा चिन्ता व्यक्त गर्नुभयो ।

यता नेपालमा नेपाली काँग्रेसका सभापति सुशील कोइरालाले संबिधानसभा पुनस्र्थापना र प्रचण्डलाई प्रधानमन्त्रीका रुपमा स्वीकार्न नसकिने बताउनुभएको छ ।“पुनःस्थापना टुङ्गिसकेको विषय हो, राजनीतिक दललाई भ्रममा पार्ने कुनै नयाँ प्रस्तावलाई अब काँग्रेस मान्दैन”, पार्टी सभापति कोइरालाले आज आफ्नै निवासमा पत्रकारहरुसँग भन्नुभयो । एमाओवादी अध्यक्ष दाहाललाई प्रधानमन्त्रीका रुपमा अघि सारिएको विषयमा सोधिएको एक प्रश्नमा सभापति कोइरालाले त्यो प्रस्ताव स्वीकार्न नसकिने बताउनुभयो । “त्यो कुरालाई -अध्यक्ष दाहाललाई) कुनै पनि हालतमा स्वीकार्न सकिँदैन”, सभापति कोइरालाले भन्नुभयो ।

एमाओवादीबाट जहिले पनि भ्रमको खेती हुने गरेको बताउँदै उहाँले अध्यक्ष दाहाल र नेकपा एमालेलगायतका पार्टीहरुले भनेकै आधारमा आफूले उम्मेदवारी दिएको बताउनुभयो । सभापति कोइरालाले भन्नुभयो-”उम्मेदवारी दिन म आतुर थिइनँ र प्रधानमन्त्री भएर के के न गर्छु भन्ने पनि थिएन तर अध्यक्ष दाहालले पनि उम्मेदवारी दिएपछि एउटा बाटो लाग्छ भन्नुभयो । उम्मेदवारी नदिए एमालेबाटै अर्को उम्मदेवारी दिइने कुरा आएपछि केन्द्रीय समितिमा प्रस्ताव राखेर निर्णय लिइएको हो ।”

सभापति कोइरालाले अहिले सहमति खोज्ने दिशामा केही क्रियाकलाप अघि नबढेको र दलहरुबीच पनि कुराकानी नभएको बताउँदै राजनीतिक निकासका लागि काँग्रेसले वार्ता, आन्दोलन र संवैधानिक उपायलाई सँगसँगै अवलम्बन गरिरहेको छ भन्नुभयो ।

उता  नेपाली राजनीतिका चतुर खेलाडी मानिने एमाओवादी अध्यक्ष प्रचण्डले केही दिनयता फेरि संबिधानसभा पुनर्स्थापनाको कार्ड फ्याँकेका छन् । आफैले सुशीललाई प्रधानमन्त्री प्रस्ताव गरेपछि गठवन्धनभित्र देखिएको विवाद मिलाउने क्रममा सोमबारबाट उहाँले पुनर्स्थापनाको प्रस्ताव दोहोर्‍याएका छन् ।

संविधानसभा पुनस्र्थापनाबारे छलफल गर्ने भनिएको संघीय लोकतान्त्रिक गणतान्त्रिक गठबन्धन सचिवालयको बैठक बुधबार बस्दै नबसी स्थगित भयो । एमाओवादी अध्यक्ष प्रचण्ड संयोजक रहेको २१ दलीय गठबन्धनभित्र ‘संविधानसभा पुनर्स्थापना’को मुद्दाले मंगलबारबाटै प्रवेश पाइसकेको छ । गठवन्धनको वैठक बिहीवार दिउँसो डाकिएको छ ।

सरकारको नेतृत्व सुशील कोइरालालाई सुम्पने विषयमा सत्तारुढ गठबन्धनभित्र मत बाझिएपछि गठबन्धनलाई एउटै नारामा गोलबन्द गर्न प्रचण्ड आफैंले संविधानसभा पुनर्स्थापनाको विकल्प दोहोर्‍याएका हुन् । प्रचण्डले यसअघि पनि सार्वजनिकरुपमै संविधानसभा पुनर्स्थापनाको पक्षमा वकालत गरिसकेका थिए । एमाले र कांग्रेसले पुनर्स्थापनाबारे आ-आफ्नो दलभित्र बहसमा प्रतिबन्ध लगाएपछि चार दलले निर्वाचनमा जाने सहमति बनाएका थिए ।

पुनर्स्थापनाको पक्ष र विपक्ष

संविधानसभा पुनर्स्थापनाको चाहना राख्ने प्रचण्ड एक्ला नेता होइनन् । कांग्रेसका बरिष्ठ नेता शेरबहादुर देउवा र उपसभापति रामचन्द्र पौडेल घोषितरुपमै संविधानसभा पुनस्थापनाका पक्षपाती नेता हुन् । नेपाली कांग्रेसका ७० भन्दा बढी सभासद्हरुले संविधानसभा पुनस्थापना हुनुपर्छ भन्दै पार्टी सभापति कोइरालालाई यसअघि नै लिखित ज्ञापनपत्र बुझाइसकेका छन् । उपसभापति रामचन्द्र पौडेल, रत्ना शेरचनलगायतले चुनावका लागि छोटो समय संविधानसभा पुनर्स्थापना गर्नुपर्ने तर्क गर्दै आए पनि सभापति सुशीलको जोडबलमा केन्द्रीय कार्यसमितिले पुनर्स्थापनाबारे नबोल्न कांग्रेस नेताहरुलाई निर्देशन दिइसकेको छ ।

कांगेसमा जस्तै नेकपा एमालेमा पनि संविधानसभा पुनस्थापना हुनुपर्छ भन्ने मत बलियो छ । पूर्व सभामुख सुवासचन्द्र नेम्वाङ, पूर्व अर्थमनत्री सुरेन्द्र पाण्डे लगायत एमालेका अधिकांश युवा नेताहरु पुनर्स्थापनाको पक्षमा छन् । पुनर्स्थापनाबारे नबोल्न पार्टीले निर्देशन गर्दागर्दै पूर्व सभासद् रवीन्द्र अधिकारी खुलेर पुनर्स्थापनाको पक्षमा लागिसकेका छन् ।

एकीकृत माओवादी र नेकपा माओवादीका अधिकांश सभासद् पुनर्स्थापनाको पक्षमा छन् । सरकारमा रहेका मधेसी दलहरुले घोषितरुपमा निर्वाचनको कुरा गरे पनि अधिकांश सभासद्हरु पुनर्स्थापना होस् भन्ने चाहन्छन् ।

सत्ता गठबन्धनमा रहेका साना दलका नेताहरु संविधानसभाको पुनर्स्थापना चाहन्छन् । नेपाः राष्ट्रिय पार्टी का बुद्धरत्न मानन्धर भन्छन्- ‘नयाँ चुनावमा जानका लागि पनि पुनस्र्थापना आवश्यक छ । खास गरी संविधान संशोधन गरेर आवश्यक ऐन कानुन बनाउनुपर्ने भएकाले पाँच मिनेटका लागि भए पनि पुनर्स्थापना हुनुपर्छ भन्ने हाम्रो पार्टीको जोड हो ।’ मन्त्रीसमेत रहेका संघीय सद्भावनापार्टीका अनिलकुमार झाभन्छन्- ‘जानुपर्ने चुनावमै हो । तर, अहिले चुनावमा जाने वातावरण नबनिरहेको अवस्था छ । त्यसैले यतिबेला पुनर्स्थापना बाध्यता हो । तर, हाम्रो पार्टीको पहिलो जोड भनेको चुनाव नै हो ।’

त्यस्तै मन्त्रीसमेत रहेका साना दलका अर्का एक नेताले अनलाइनखबरसँग भने- ‘मुलुक अब संविधानसभा पुनस्थापनाको पक्षमा गयो, यसले रामचन्द्र पौडेललाई प्रधानमन्त्री हुने सम्भावना बढाउँछ भने वैद्य पक्षका समानुपातिक सभासद्लाई कारवाही गर्न प्रचण्डका लागि बाटो खुल्छ ।’

सत्तारुढ गठबन्धनमा आवद्ध साना दलहरु पुनःस्थापनाको पक्षमा लागे पनि विपक्षी गठबन्धनमा आवद्ध राष्ट्रिय जनमोर्चाका अध्यक्ष चित्रबहादुर केसी भने पुनस्र्थापना कुनै हालतमा संभव नरहेको बताउनुहुन्छ । ‘पुनस्र्थापना गर्ने आधार पनि छैन, कसले गर्ने ? त्यसैले चुनावको विकल्प छैन ।’ केसीको कथन छ । त्यस्तै नेपाल मजदुर किसान पार्टीका सुनिल प्रजापति भन्नुहुन्छ-’पुनस्र्थापनाको हैन, निर्वाचन नै उपयुक्त विधि हो ।’ नेकपा मालेका महासचिव सीपी मैनालीको तर्क छ- ‘हाम्रो पार्टी पुनस्र्थापनाको पक्षमा छैन । अहिलेको राजनीतिक निकासका लागि चुनावमै जानुपर्छ । नयाँ जनादेशमा जानुपर्छ । पुरानो जनादेशको अब औचित्य छैन ।’

प्रचण्ड किन चाहन्छन् पुनर्स्थापना ?

सत्तारुढ गठबन्धनमा मंगलबारबाट एकाएक संविधानसभा पुनर्स्थापनाको नाराले प्रवेह पाउनुमा एमाओवादी अध्यक्ष प्रचण्डको पहिलेदेखिकै योजनाले काम गरेको छ । निर्वाचनमा जानका लागि र सरकार परिवर्तन गर्न एवं रिक्त संवैधानिक निकायमा पदपूर्ति गर्न संविधानसभा पुनस्थापनापछि बाटो खुल्नेमा कांग्रेस, एमाले र माओवादीका अधिकांश नेताहरु सहमत देखिन्छन् र यो तर्क उतिसाह्रो निराधार एवं तर्कहीनजस्तो पनि देखिँदैन ।

तर, सत्तारुढ गठबन्धन औपचारिकरुपमै संविधानसभा पुनर्स्थापनाको पक्षमा गयो भने यसले नेपाली कांग्रेसभित्र अप्ठ्यारो स्थिति ल्याउन सक्छ । संविधानसभा पुनर्स्थापना भएको खण्डमा संविधानसभा सदस्यबाटै प्रधानमन्त्री चयन गर्नुपर्ने हुनाले सुशील कोइराला प्रधानमन्त्री हुने सम्भावना तत्कालका लागि सकिने छ र रामचन्द्र पौडेल या शेरबहादुर देउवाका दिन खुल्न सक्छन् । तर, यो भन्दा बढी पुनर्स्थापनाबारे बहस हुँदा कांग्रेस र एमालेभित्र पुनः आन्तरिक एवं वैचारिक किचलो बढ्न सक्ने अनुमान पनि माओवादी अध्यक्ष प्रचण्डले लगाएकै हुनुपर्छ । उता पार्टी फुटाएका तर औपचारिक रुपमा दल दर्ता नगराइसकेका वैद्यपक्षीय माओवादीका समानुपातिकतर्फका सभासद् प्रचण्डको निस्कासन कारवाहीमा पर्ने सम्भावना भयो भने वैद्य पक्षलाई पनि कमजोर पार्ने र केही सभासद्लाई आफूतिर तान्ने अवसर एमाओवादीले पाउने अनुमानलाई पनि त्यतिबेला निराधार मान्न सकिँदैन । यस्तो समस्या एमालेको अशोक राई समूहमा पनि पर्न सक्छ ।

अड्को-पड्को तेलको धूप

सत्तारुढ गठबन्धन पुनस्थापनाको पक्षमा लाग्नु भनेको एकप्रकारले आगामी बैसाख यता चुनाव हुन सक्दैन भन्ने टुंगोमा पुग्नु पनि हो । तर, चुनाव नहुने अवस्थामा कमसेकम संविधानसभा पुनर्स्थापनासम्म भयो भने सरकार परिवर्तन गर्न, रिक्त रहेका संवैधानिक निकायहरु भर्न अनि कानूनी एवं संवैधानिक समस्या समाधान गर्न एउटा आधार भने पक्कै पाइने छ भन्ने अनुमान प्रचण्डले पक्कै पनि लगाएकै हुनुपर्छ ।

पहिलेका ‘प्रिय’ बाबुराम अहिले किन ‘भँडुवा’ भए ?

राजनीतिक टिप्पणी । कुनैबेला यस्तो थियो, जतिखेर कांग्रेस, एमालेसहित दलहरु भन्थे- बाबुराम भट्टराईको नेतृत्वमा राष्ट्रिय सहमतिको सरकार बनाउनुपर्छ ।’ चियापसललेखि कर्पोरेटसम्म, देशदेखि विदेशसम्म भट्टराईकै पक्षमा माहौल थियो । मिडियाहरु सम्पादकीय लेखेर, टिप्पणी लेखेर बाबुरामको पक्षमा वकालत गर्थे । बाबुराम पनि शान्ति, संबिधान र राष्ट्रिय सहमतिको कुरा गरेर थाक्दैनथे ।

अहिले बाबुरामको त्यो ‘हिरोइज्म’ को चमक खुइलिइसकेको जस्तो देखिन्छ । र, बाबुराम पनि सार्वजनिकरुपमा सहकर्मी दलहरुविरुद्ध कडारुपमा पेश हुन थालेका छन् । कहिले उनी सिंहदरबारमै गोली खान तयार छु भन्छन् त कहिले सार्वजनिकरुपमै ‘जस्तालाई त्यस्तै गर्ने’ चेतावनी दिन्छन् ।

विपक्षीको नजरमा ‘नरमपन्थी नेता’

धेरैलाई अचम्म लागिरहेको छ, नरमपन्थी विचार बोकेका र जहिले पनि दलहरुवीच सहमति र सहकार्यको कुरा गरेर नथाक्ने वाबुराम भट्टराई आजकल किन यति कडा हुँदैछन् ? उनी साँच्चिकै कडा भएकै हुन् त ? के सारा राजनीतिक दल, शक्ति र प्रकृया एकातिर अनि बाबुराम अर्कोतिर भएकै हुन त ? के बाबुराम तानाशाह नै बन्न खोजेका हुन् ? कि प्रतिपक्षी दलहरु र मिडियाले उनलाई त्यसरी प्रस्तुत गरेका मात्र हुन ? यसमा माओवादीदेखि राजाबादीसम्मले आ-आफ्नै तर्क गरिरहेका छन् ।

एमाओवादी पार्टीकै केही नेताहरुले भारतको आडमा भट्टराई कडा भएका हुन भन्न थालिसकेका छन् । काँग्रेस र एमालेका नेताहरु पनि त्यही भन्दैछन्, नेपालका प्रधानमन्त्रीलाई भारतीय दलालको बिल्ला भिराउनु अब सामान्य जस्तै भएको छ ।

प्रश्न उठ्छ- के सहमतिको बाधक वाबुराम भट्टराई नै हुन् त ? काँग्रेस नेता कृष्णप्रसाद सिटौला र एमालेका ईश्वर पोखरेल बाबुराम नेतृत्वको सरकारमा सहभागी भएकै हुन् । त्यसबेलासम्म प्रचण्ड कडा, बाबुराम नरम नेताकै रुपमा प्रस्तुत गर्थे उनीहरु । त्यसैले पनि होला, मधेशी दलहरुले प्रचण्डलाई प्रधानमन्त्री बनाउन भोट हालेनन्, बाबुरामलाई चाँहि प्रधानमन्त्री बनाए ।

अहिले फरक परिस्थिति बनेको छ, प्रचण्ड ‘सहमतिका सुत्रधार’ र बाबुरामलाई ‘भँडुवा’को रुपमा चित्रित गर्न थालिएको छ । दलहरुबीच सहमति भइसकेको थियो तर बाबुरामले भाँडे भन्ने कांग्रेस एमालेको दाबीलाई यतिखेर ठूला मिडियाहरुले होमा हो मिलाइरहेका छन् । तर, त्यो ‘सहमति’ के थियो भन्ने सार्वजनिक हुन सकेको छैन ।

नेपालका राजनितिक दल, मिडिया, वौद्धिक वर्ग तथा आम मानिसको आमप्रवृति नै बनिसकेको छ, कुनै मान्छेका विषयमा केही नकारात्मक टिप्पणी हुनेवित्तिकै सबै त्यसैका पछाडि दौड्ने । हिजोसम्म सबैले रुचाएका बाबुराम आज अकस्मात् सबैको आँखाको कसिंगर भएका किन भए ?

संविधानसभा विघटनको दोष

संविधान सभाको विघटन कसैको कारणले नभई सर्वाेच्च अदालतको फैसलाको कारणले भयो । यथार्थ धरातलमा उभिएर भन्नुपर्दा कसैको पनि दोष छैन । तर, जेठ १४ पछि प्रतिपक्षी दलहरुले संविधानसभा विघटनको प्रमुख कारकका रुपमा भटराईलाई लिए र उनले राजीनामा दिनुपर्ने कुरा उठाए ।

तर, माओवादीले दलहरुवीच सरकार निर्माण गर्ने सहमति नभएसम्म राजिनामा नदिने अडानमा माओवादी रह्यो । विपक्षी दलहरुले निरन्तररुपमा सरकारले राजीनामा दिएपछि मात्रै राजनीतिक सहमति हुने बताए । विपक्षी दलहरुले सरकारले राजीनामा नदिएसम्म कुनै पनि हालतमा अन्य विषयमा छलफल नहुने बताउन लागे ।

प्रचण्डलाई मान्ने, बाबुरामलाई बाइपास गर्ने

विपक्षी दलहरुले वर्तमान सरकारसँग वार्ता नगर्नेसम्मका अडानहरु लिए । बाबुरामलाई माइनस गरेर उनीहरु सीधै प्रचण्डसँग वार्तामा लागे । प्रधानमन्त्रीले बोलाएको वार्तामा नजाने तर प्रचण्ड निवासमा जाने प्रवृत्ति दलहरुमा देखियो ।

यी कारणले गर्दा बाबुरामले आफूलाई बाइपास गर्न खोजेको रुपमा लिए । आफूलाई बाइपास गरी दलहरुले अपमानजनक रुपमा हटाउन खोजेको रुपमा प्रधानमन्त्रीले लिए, जुन कुरामा सत्यता छ पनि । यसै सन्दर्भमा झण्डै १५ दिन अगाडि माओवादी अध्यक्ष पुष्पकमल दाहाल र काँग्रेसका नेताहरुबीच सहमतिका लागि अनौपचारिक छलफल शुरु भयो । काँग्रेसका दुई नेताले निरन्तररुपमा प्रचण्डसँग भेट गरिरहे । सबै विषयमा प्याकेजमा सहमति गरी प्रधानमन्त्री सुशील कोइरालालाई बनाउन दाहाल, कृष्णप्रसाद सिटौला र मिनेन्द्र रिजाल सहमत भए । तर, यस विषयमा काँग्रेस र एमाले र माओवादी पार्टीको कुनै पनि औपचारिक फोरममा छलफल भएको थिएन ।

यसरी दलहरु अनौपचारिक रुपमा सहमति नजिक पुगेको बताइरहँदा उनीहरुले प्रधानमन्त्रीलाई सहमतिमा लिन त परै जाओस्, जानकारी गराउनसमेत आवश्यक ठानेनन् ।

आफ्नै अध्यक्षमाथि आशंका

आफ्नै पार्टीका अध्यक्ष र विपक्षी दलहरुले अपमानजनक किसिमले हटाउन खोजेको महसुस बाबुरामलाई भयो । संविधान सभा विघटनको आरोप खेपिरहेका प्रधानमन्त्रीका लागि यो गम्भीर विषय थियो । त्यसैले उनले प्रष्ट रुपमा भन्न थाले, यदि दलहरुवीचच राजनीतिक सहमति हुने हो भने पद छोड्न तयार छु, तर त्यसका लागि एक घन्टा भए पनि प्रतिपक्षी दलहरु यही सरकारमा सहभागी हुनुपर्दछ । यदि यो सरकार राष्ट्रिय सहमतिको सरकारमा परिणत भएमा आफ्नो सम्मानजनक वर्हिगमन हुने प्रधानमन्त्रीको वुझाइ थियो । तर, आफ्नै पार्टी अध्यक्ष नै अपमानजनक ढंगले हटाउने योजनामा लागेपछि प्रधानमन्त्रीले पनि कडा अडान लिए । उनको अडान थियो- यो सरकारमा काँग्रेस नआउने हो भने काँग्रेसको नेतृत्वमा मेरै दल सहभागी हुन सक्दैन ।’

पार्टीभित्र र बाहिरबाट पेलान भएपछि बाबुराम पनि के कम, संघीय गणतान्त्रिक लोकतान्त्रिक गठवन्धनलाई आफ्नो पक्षमा पार्ने अभियानमा लागे । सो गठवन्धनले काँग्रेसलाई सरकारको नेतृत्व दिन सकिने दाहालको प्रस्तावलाई समर्थन गरेन, वरु यही सरकारलाई राष्ट्रिय सहमतिको वनाउनु पर्ने बाबुरामको अडानलाई साथ दियो । जसले गर्दा पार्टी र गठवन्धनका अध्यक्ष दाहाल निकै अप्ठ्यारोमा परे । भटराईले यसैवीच जस्ताको तस्तै व्यवहार गर्ने सार्वजनिक भाषण गरे, जसले प्रतिपक्षहरु झन आक्रामक भए । यी घटनाक्रमबाट बाबुरामले सिद्ध गर्न खोजेको एउटै कुरा हो- ‘प्रधानमन्त्रीको सहमति बिना, उसलाई अपमानित गरेर वा भिलेनका रुपमा चित्रण गरेर सहमति बन्न सक्दैन ।’

यसमा उनी सफल समेत भएका छन् । दलहरुवीच प्याकेजमा सहमति नै समस्याको समाधान हो । यसमा बाबुराम भटराई वाधक बन्नु हुन्न । तर, उनलाई बाधकका रुपमा चित्रित गरेर, उनलाई भड्काएरसुटुक्क सहमति गरेर मुलुकले निकास पाउँदैन । किनभने चुनावका लागि चाहिने सबै बाधा अडकाउ फुकाउको अध्यादेश मन्त्रिपरिषद्ले पारित गरेर राष्ट्रपतिकहाँ पठाउनुपर्छ । र, नयाँ प्रधानमन्त्रीको नाम सिफारिस गर्दै प्रधानमन्त्रीले राजीनामा दिनुपर्छ । तर, जसको माध्यमबाट सारा राजनीतिक गाँठो फुकाउनुपर्ने अबस्था छ, उसैलाई सहमति प्रकृयामा सामेल नगराई चक्मा दिन खोज्ने योजनाले यस्तो स्थिति सिर्जना गरिदिएको हो ।

बाबुरामले छाड्दैनन् कि भन्ने चिन्ता

योबेला बाबुरामले छाड्दैनन् कि भन्ने चिन्ता लिनु कसैले पनि जरुरी छैन । किनभने व्यक्तितरुपमा बाबुराम आफ्नो छविको निकै ख्याल गर्ने नेता हुन् । जनतामा आफु सहमतिको बाधकका रुपमा सन्देश जावोस भन्ने उनी चाहँदैनन, किनकि उनलाई अझै थुप्रै बर्ष राजनीति गर्नुछ । अहिले सरकार छाडेलगत्तै चुनाव पनि फेस गर्नुपर्ने छ । त्यसैले आफ्नो छवि बिग्रनुअघि नै राजीनामा गर्न उनी आतुर देखिन्छन् । मंसिर ७ गते राजीनामा गर्न आतुर देखिएका बाबुरामलाई रोक्ने प्रचण्डले दुई सातापछि अपमानजनक ढंगले राजीनामा गराउन खोजेको भन्दै बाबुराम सशंकित देखिएका छन् ।

आफ्नो नेतृत्वको सरकारले कानुन पारित गरी बैशाखमा चुनाव हुने निश्चित गर्ने र सुशीललाई प्रधानमन्त्री बनाउने बाबुरामकै सूत्र हो । त्यसमा उनलाई सहमत गराएरै सम्मानजनक ढंगले सत्ता हस्तान्तरणको वातावारण बनाउनु कांग्रेस-एमाले र प्रचण्डका लागि सवैभन्दा बुद्धिमतापूर्ण हुनेछ । त्यसका लागि एक-दुई दिन बाबुराम भट्टराईको सरकारमा जानु परे पनि कांग्रेस एमाले तयार भए सहमति सहज हुने देखिन्छ ।

नेपाललाई सनातन धर्म सापेक्ष हिन्दू राष्ट्र बनाउन माग गर्दै
राप्रपा नेपालले गरेको बृहत रथयात्रा बुधबार सम्पन्न भएको छ ।पुस २ गते विवाह पञ्चमीको दिन जनकपुरबाट सुरु भएको रथयात्रा लुम्बिनी, पोखराको हुँदै पशुपति बनकालीमा आएर समापन भएको हो ।

मंगलबार राति काठमाडौंको थानकोटमा आइपुगेको रथयात्रा कलंकी, कालिमाटी, कुलेश्बर, बल्खु, लखनखेल जाबलाखेल हुँदै खुल्लामञ्चमा पुगेको थियो । खुलामञ्चबाट कलस यात्रासहित पशुपति पुगेर रथ यात्रा सम्पन्न भएको छ ।

त्यसक्रममा विभिन्न धार्मिक स्थलबाट ल्याइएको जल पशुपतिनाथ मन्दिरमा चढाइएको राप्रपा नेपालले जनाएको छ ।

Rambaran Yadav Became Nepalese Joker

 In The Visit of India as a President

It is matter of grief for all democratic analysts in all over the world. Since 24 Dec. 2012, Dr. Rambaran Yadav visited in India as a President (head of the state) of Nepal.  Actually, he became as a Joker in the visit of India. Indian Govt. and leaders have no idea of Nepalese constitution. May be India also making him itself Nepalese Joker. Actually, if he had common sense, he would denied his expired post of President. So, after the experiment of Constituent Assembly, the President Rambaran Yadav has no right to visit as a President to India or any country. The former Congress man Rambaran Yadav has forgotten his expired tenure of President. According to the Interim constitution-2063, Rambaran had become a president for 2-4 years. His tenure is already finished. Then, how and why Dr. Rambaran Yadav visits as a head of the state in India? The constitution could not be drafted in time. In such situation President and PM can't exercise their power. After the experiment of Constituent Assembly (CA) the President, PM including the Interim constitution is not in existence. The president, PM including Congress, UML-the gang of traitors are defining the articles 38 (1)–(2) of the dead interim constitution as they think convenient for their purpose. It is a matter of grief that the PM Baburam is refusing to leave his post. The dead interim constitution has no provision in regards a re-election of the CA or any other election also. How can an election be declared on basis of consensus when there isn’t any right guaranteed in this regard? If there is to be an election on basis of agreement, then, they why do we need a constitution? So, the situation of Nepal is very critical. In such critical situation the Chairman of Nepali Congress Susil Koirala has suggested to cancel the visit to Rambaran Yadab in India.

Only dead fish swims with the stream. The CA also expired in time; no one can give the new life. The followers of CA are all defeated. Then, why the former president Dr. Rambaran Yadab, PM Baburam Bhattarai is going to exercise in futility to confuse the constitutionalism in fallacious way? The expired president is going to visit India as a President without mandate of the Nepalese people. The parties also have fallen into unconstitutional ditch – and treaded the unconstitutional path to betray the nation by adamantly clinging to his post. The former speaker and some CA Members are demanding for revival of the CA. How can the CA that died of its natural causes be revived? If we analyze the political chaos that ensued following the dissolution of CA we will find that Rambaran Yadav and Baburam Bhattarai are both fatal elements incapable of understanding national politics. Rambaran Yadav is a medical doctor while Baburam Bhattarai is the doctor of architecture. Such technocrats cannot understand political sensitivity. Everybody knows- the dissolution of legislature the post of President and Prime Minister is automatically dissolved. Not only Baburam Bhattarai’s, who was elected through CA, but Rambaran Yadav is also automatically stripped of his position. Actually, the traitors in all over the world work only their benefits.' Because- wolves may lose their teeth but not change their nature.'

The consensus reached with the King was breached on 24 April, 2006 under the direction of India and Western nations. After which they looked to extirpate Nepal’s existence. Just recently King Gyanendra publicly stated in regards to the agreement reached on 24 April. 'The then seven political parties and I had reached a written agreement on retaining the royal institution. The first point of the five point-agreement stated that the transformation will take place on basis of the 1990 constitution, the second point calls for reinstatement of the dissolved parliament, the third point agrees on retaining the multiparty system and fourth point for retention of the constitutional monarchy for generations to follow. The fifth point states that the all four agreements will work in tandem.' It is to be noted that on 22 May 2002 the then Prime Minister Sher Bahadur Deuba had sent a recommendation to the King to dissolve the parliament elected in 1999.

Nepal’s plight is very sensitive. What causes have contributed in bringing the nation to current plight and how this chaotic scenario became a possibility? Who is to take responsibility for this retrogression? Nepali Congress (NC), UML and the Maoists that came to power after 2006 do not want to take responsibility of the dangers faced by the nation. Who is the officially responsible power? Nepali Congress leader and senior advocate- Devendra Nepali, was not any less influenced. Nepali was incarcerated for eight years in the struggle for multi-party system. Nepali, who is also an advocate, bravely says- 'Republic, federalism and secularism imposed against nation’s interest will wreck the nation. These agenda’s are malicious for the nation.' He says that it is insignificant to say that the nation is without a constitution when the relevance of the 1990 constitution continues with monarchy. Once, Rambaran Yadav is a staunch supporter of B.P and favors the royal institution. But Girija made him the President of a Republic. Girija has made these leaders scapegoats. Rambaran’s present acts have proved that even the greatest patriots without an ideology become devils. Had Rambaran Yadav’s intellect been adequate, on the very next day following the dissolution of CA he would have said- 'We have all failed; now the state must run on 1990 constitution.' And having said so, he would have appealed to King Gyanendra to take control of the state. He would not have had to earn ignominy as such by slyly continuing to remain at Sheetal Niwas with remorse.

In reality Nepal’s situation is different from that of other nations. Located between the two large nation – China and India – Nepal cannot function with balance in a Republic setup or any other system except that of the royal institution. The foreign activities were rampant during Rambaran’s tenure as well. Now, Rambaran wants to become as that of king. Such nonsense thinking may lead to the possibility of the nation falling into a quagmire of conflict. The President will have to follow the directives of whosoever invested and played the role in his/her success in election. The foreign activities in that time will increase merging Nepal’s existence into the soil. NC leader Ganeshman Singh used to say-'Who is and who is not a patriot will be found out after the person reaches a power position in the state.' Rambaran has shown his status as a sly traitor. Damned be his nonsensical and talkative advisors who are running after money. And now, he is visiting India looting a huge amount of Nepal along his whole family.

People have always feared fire, flood and a mad dog. Similarly in Nepal people fear the activities of foreign intelligence agencies and the Maoists. PM Baburam and Prachanda want to take advantage of this turmoil to turn Nepal into a Christian state. The Madhesi lots, who are staunchly pro-Hindu, have also become Maoist's trap of Western nations to rape their mother religion. It is point able the Madhesi leaders die for post, money and Hilly girls. Like a rabid dog they go anywhere and eat anything. The people of Terai have written that the Indian Embassy sees them as its slave. I feel that the cause of death of Madhesi leaders will be the people of Terai. As the new constitution could not be promulgated it automatically rendered the 2006 interim constitution obsolete. The President and the Prime Minister who have already become erstwhile and lost legal status are trying to turn the nation into a contract based business, why? We can honorably enthrone the King in respect to the unchangeable provisions in the 1990 constitution.

 Then we can free the nation from this prevailing turmoil by categorically planning on controlling foreign activities and developing the nation. To plan such points of development the Nepalese people, state organs, court, national army and security sources must be prepared. In politics character and stance plays an important role. The political leaders from be free of any tarnish. The leadership must always present itself as clear in the eyes of the people. Mistakes are bound to follow any effort. The leadership must be able to recognize mistakes to rectify them timely. The leaders that have been active after 2006 do not want to recognize their mistakes. So they stink. Without any meaning Nepali Congress and UML among other parties who were the creators of the 1990 constitution came under the Indian influence in support of drafting a constitution through a CA. It is my request that Rambaran can visit personally but not as a fake head pf the state. He should realize for the sake of Nepalese goodness and his future prospects.

Those who cannot evaluate the situation in time are bound to fall into trap. CA has already died. With the death of CA the elected PM and the President have also lost their status. The interim constitution is unworkable. The state must take action against those adamant on running the interim constitution which is also dead. The interim constitution does not contain any such provision as could provide a solution for the nation from current plight. It was handicap and on the night of 27 May it died. So, so other alternative is possible than to reverting to the 1990 constitution with King for transformation and consensus.  The reality is that, if Monarchial democracy is not Nepal, China comes with communism for its security and gradually India also converts as a Communist country. So, for the sake of democratic sense in Nepal and India, there should be monarchical democracy in Nepal and republican democracy in India. So, in the context of Nepal, it is necessary all patriotic forces–Nepalese people, nationalists within the parties, the court, security sources, national army, employees, laborers, farmers and the King must save the nation from drowning.

My Suggestion to the Christians to Be Creative

25 Dec. was the Christmas-Day in past Tuesday. Christians celebrates without any disturbances with happy in Nepal. But, their intention is not good on Hinduism. So, I suggest- all the Christians should be creative. If they try to minimize or disturb the mentality of Nepalese poor to convert into Christian from the Hindu and Buddhism, then, we target them to chase away from Nepal. We Nepalese people respect the guests, but if the guests try to loot or demoralize our traditional religious feelings of Hindus and Buddha, we never bear their conspirators activities. Nepal and India both countries are the founder and original Land of Hinduism and civilization. We should have to keep cordial relation between Nepal and India. Due to the attached, raping and invading of Muslim and Christian, from 800 years ago, India could not save her prestigious identity. Still, the Indian nationalists are fighting against the traitors and foreigner's religious intervention of Muslim and Christian. That is the good step of Indian nationalists.  But, Nepal could save her sovereign prestige of Hindus and Buddha.

Nepal is an original land of Hinduism and Buddhism. Since ancient time immemorial Pashupatinath Temple and the Buddhist shrine of Swoyambhunath have attested the harmonious relations between these two religions, which are spreading its fame round the globe. However, the Christians are systematically defiling this holy land, and bent on destroying its identities. They are adopting concerning conspiratorial schemes to maintain their imperialistic approach towards this country. The Christian missionaries are conning the Nepalese people of weak disposition by providing them money. This has enraged all Hindus and Buddhists. The American and Indian intelligence agencies like CIA and the European Union are conniving with the Maoists to turn Nepal into a Christian state. If we are not able to stop this kind of rape, the identity and existence of Hinduism and Buddhism will perish from this planet.

In 1743 Prithvi Narayan Shah during his visit to Banaras in India had seen Christians brutally murdering Hindus. This scene made him realize the necessity to annex all the smaller Hindu kingdoms of Himwatkhanda. Due to this inspiration the unification of Nepal was possible. In Bharatbarsha (major portion of Indian subcontinent) there existed more than 25 kingdoms. In those days India was not known as Hindustan. After unifying these kingdoms the English colonizers in acknowledgment of the majority of Hindus that constituted the population called it Hindustan. But before that time, Prithvi Narayan Shah had announced- 'Nepal is an advantageous fortress. This is a fortress created by God. This is the real Hindustan.' 

 Prithvi Narayan Shah in time inspired to protect this holy land. He unified 54 states to form Kingdom of Nepal – all castes became one as Nepalese caste. A priest of Prithvi Narayan Shah, Shaktiballav Aryal praised this holy land- 'Nepal is a country served by hermits from four sides; where Nilkantha (Hindu God Shiva) lives; where Koshi River flows. It is a place of the residency of mountain’s daughter, Gurhekali; where flows the chaste Bagmati River; where lies the Shiva Linga in Pashupati; where is Changunarayan; where is Bajrayogini, where is Pancha Lindeshwor Pachali Bhairav, such is country Nepal.' This attests to the reality that this land is the foundation of Hindu culture.

The Portuguese and English colonizers in India tried everything to destroy Hindu dignity. Twenty five years ago I had visited Goa of India where I learned about the Portuguese attack on Hindu dignity. It hurt me then and it still does now. Then the temples in Goa were razed down to built church. We can today see the remnants of the destroyed temples and the vandalized statues– idols with heads ripped off. After 1560, an inhumane carnage was let loose and anyone against Christianity burned alive. The properties belonging to Hindus were seized by the Church. Beautiful Hindu women were accused falsely, raped and then burned alive.

 In Nepal Maoists’ leader Prachanda is a Protestant and Baburam Bhattarai a Catholic. Indian scholar Ms. Sandhaya Jain writes that there are majority of Christians in the Maoists’ party. In this situation, foreign powers see an opportunity. It is easy for them to turn Nepal into a Christian state with the help of Maoists whom they would not oppose. The misfortune of Nepal is the wrong policies of political parties reared by foreign money. The American government had enlisted the Maoists in its terrorists’ list, but contradictorily American intelligence agency- CIA, is known to support the Maoists. American double standard is manifest. This is meant for Christianization.

American President takes oath holding onto a bible instead of the constitution of America. Only a Christian can become the president of America. In spite of America’s rodomontade on democracy and human rights it is one undemocratic and intolerant nation. The creation of United Nations became possible due to the pressure from the Church. The UN became the protector of Christian terrorists. So we Nepalese people oppose the activities UN carried out in Nepal after 2006. They brag about human rights and democracy but in action they are contradicting in a way they attack other nation and their religions.

In Christian religion, the bible supports slavery. The bible says – all slaves must be turned into Christians, in that way they will not rebel against the master and serve without grudge. In reality Christianity is not a religion but a poisonous tree that bears fruits which when taken will actuate a diabolic process in human beings. Christians are much strict in discriminatory approaches. They do not like to mingle with the lower class or black community. Although Christian. India’s constitutional expert Ambedkar (Harijan) says- 'Christians discriminate inside church. We are separated by a railing inside the church. Our children who have turned into Christians are discriminated as untouchables, which are also seen at schools, hostel and hotels.'

American former President Jefferson has said- 'The Christian religion subjected many to inhumane torture in course of proselytizing them– many were imprisoned; many thrown into fire, and given mental torture. The Christian religion deceived and tricked half the population of the world to keep them in illusion. Other half were made naïve.' Similarly, South African leader Nelson Mandela has said- 'In Africa, previously the Christians had the bible we possessed the land. Today we have the bible while Christians possess the land.' They are seizing the properties and land of those unwilling to become Christians and those willing to do so. People had been turned into slaves and are still turning into slaves. This proves the wickedness of Christians. The brothers and sisters of Nepal especially- poor Bahuns and indigenous people who have become Christians must understand this fact. The Christians are giving us false assurances in a conspiracy to drown this country. I would like to request Pope of Vatican City and Christian missionaries round the world not to attack on dignity of other religions. If our voices are not responded we must commit ourselves to oppose them and keep our mother-religion and tradition alive and intact. If we do not chase away such sinners and destructive elements, Nepalese will converted like refugees shedding tears of blood. May we hope such a day will never come! Long Live Nepal as a Hindu and Buddhist nation with monarchy.
