बेलायतमा जन्मेका नेपाली बच्चाले भारतीय प्रधानमन्त्री मोदीलाई के लेखेका थिए पत्रमा ??

नेपालको लिपुलेक भूभाग मिचेर भारतले कैलाश मानसरोवर सडक बनाएपछि अहिले नेपाल- भारत सम्बन्धमा एउटा तरंग आएको छ। संसार भर रहेका नेपालीहरुले  यस बारेमा बिभिन्न प्रतिक्रिया जनाइरहेको छ भने नेपाली र भारतीय मिडियाहरु आफ्नो भूभागको बारेमा आ-आफ्नो दावीलाई पुष्टि गर्न तर्फ लागेका छन् भने केहि भारतीय मिडिया तल्लो स्तरमा उत्रिएर नेपालमाथि आरोप थोपर्ने तिर लागेका छन। जसमा भारतीय सेनाका पुर्ब र बहालवाला जर्नेलहरु समेत मिडियाबाजीमा लागेका देखिन्छ।जसको बिरुद्धमा ठाउँ ठाउँमा रहेका नेपालीहरुले आफ्नो ठाउँबाट आवाज उठाईरहेका देखिन्छन। यसैगरी बेलायतमा जन्मिएका १५ बर्षिय नेपाली मुलका एक बिद्यार्थीले भारतका प्रधानमन्त्रीलाई आफ्नो असन्तुष्टि लेखेर पठाएका छन्। प्रधानमन्त्री मोदीलाई सम्बोधन गर्दै ती बिद्यार्थी शुभाशिश श्रेष्ठले ''बेलायतमा आफ्ना धेरै भारतीय साथि रहेको र बेलायतमा नेपाली र भारतीय समुदायको राम्रो सम्बन्ध भएको साथै नेपाल भारत सम्बन्ध अरुको भन्दा फरक रहनुको साथै नेपाल-भारतका जनताको सम्बन्ध राम्रो हुदाहुदै अहिले सिमा बिबादको सन्दर्भमा भारतीय पत्रकार र सेनाका पुर्ब जर्नेलहरुको अभिव्यक्ति सम्मानजनक नभएको।आफु पनि भविष्यमा मिडिया क्षेत्रमा जाने सोचले संसारका गतिबिधि नजिकबाट नियाल्ने गरेको'' बताउदै प्रधानमन्त्री मोदीलाई केहि बर्ष अगाडिको भूकम्पमा नेपाललाई सहयोग गरेकोले नेपालमा उहा धेरै नै लोकप्रिय भएको, जुन अहिलेको सीमा विवाद र भूकम्पको लगत्तै भएको आर्थिक नाकाबन्दीले गर्दा त्यो लोकप्रियता ओरालो लागेको
स्मरण गरेको छन्। साथै उनले मोदीलाई प्रश्न सोधेका छन् - के नेपाल- भारत सम्बन्ध भारतीय मिडिया र कर्मचारीतन्त्रले निर्धारण गर्ने हो? अनि स्मरण गरेका छन्, तपाईका देशका स्वर्गीय राष्ट्रपति ए पी जे अब्दुल कलामले बच्चाहरुको कुरा चाख लिएर सुन्ने गर्थे र उनीहरुको सुझाब मान्थे रे , त्यहि बाटोमा तपाई पनि हुनुहुन्छ कि भनेर मैले अहिले यो पत्र लेख्दैछु भन्ने कुरा पनि उनले उल्लेख गरेका छन्।
ओखलढुंगा मुलथलो भइ हाल बेलायतस्थित अल्डवोर्थ स्कुलमा अध्ययनरत शुभाशिश श्रेष्ठले भारतीय प्रधानमन्त्री कार्यालयको वेबसाइट मार्फत प्रधानमन्त्री मोदीलाई लेखेको पत्रको बारेमा भारतीय प्रधानमन्त्री कार्यालयबाट प्रथम प्रतिक्रिया पनि प्राप्त गरेका छन। प्रधानमन्त्री कार्यालयका उपसचिव अम्बुज शर्माको कार्यक्षेत्र तोकी इमेल प्राप्त गरेपछि १५ बर्षिय शुभाशिश श्रेष्ठ भन्छन - भारतले जब नेपालको भूभाग समेत मिचेर सडक बनाएको समाचार आयो, मैले यसलाई फलो गरिरहेको थिए, झन् भारतीय मिडिया र सेनाका जर्नेलहरुको ब्यबहार र अभिव्यक्ति सुनेपछि मन थाम्न नसकेर मैले भारतीय प्रधानमन्त्रीको वेबसाइट मा गएर '' नेपालको Sovereignty को सम्मान गर्न'' भन्दै पत्राचार गरेपछि उताबाट पनि Acknowledge इमेल प्राप्त भएको छ। म नेपालमा नजन्मिएपनि म नेपाली हु, त्यसैले चुप बस्न मन लागेन।पटक पटक च्यारिटी गरेर नेपालका बिभिन्न स्कुलमा इ-लाइब्रेरी समेत बनाइसकेका उनी यसअघि पनि स्कुलका साथीहरुले गोर्खा आर्मीको लोगो नचिनेको भन्दै गोर्खा वेलफेयर ट्रष्टका चेयरम्यान लेफ्टिनेन्ट जेनेरल निक पोपलाई ''गोर्खाहरुले बेलायतको लागि धेरै गरेको छ, तर अहिलेको जेनेरेशनले गोर्खा चिन्दैन, यो ठिक भएन, अब स्कुलको पाठ्यक्रममा गोर्खा सम्बन्धि बिषय पढाउने व्यबस्थाको लागि पहल होस् '' भन्दै पत्राचार गरेका थिए, उनैको पहल स्वरुप अफगानिस्थान तलिबानसंगको युद्धमा दुवै खुट्टा गुमाएर पनि अहिले सगरमाथाको आरोहणको तयारीमा रहेका हरि बुढा मगर लाइ निमंत्रना गरेर गोर्खाको योगदान सम्बन्धि अन्तरक्रिया गराउनु साथै उनको सगरमाथा अभियानमा सहयोग गर्न स्कुलले प्रतिबद्धता समेत जनाएका थियो। गतबर्ष भएको अल्डवोर्थ स्कुलको ''हेड ब्वाई'' मा चारजना बिध्यार्थिलाई पराजित गरेर निर्वाचित भएका शुभाशिश भविष्यमा '' पोलिटिकल जोनार्लिज्म'' मा अगाडी बढ्ने कुरा बताउछन।

सीमा अतिक्रमणको विरोधमा युकेका राजनीतिक संगठनहरुले भारतीय सरकारलाई बिरोध पत्र बुझाए (पत्र सहित)

लन्डन, २२ मे २०२० । जनता समाजवादी पार्टीको प्रवास अंग नेपाली समाज युके, नेकपाको भातृ संगठन प्रवासी नेपाली एकता मंच युके, नेकाको भातृ संगठन जनसम्पर्क समिति युके, राप्रपाको भातृ संगठन नेपाली एकता समाज लगायतका राजनैतिक संगठनहरुले संयुक्तरुपमा मे २२ शुक्रवार बेलायत स्थित भारतीय दुतावास र भारतीय सरकारलाइ ज्ञापनपत्र हुलाक मार्फत बुझाएका छन् |

नेपाली भूमिमा भारतले हालै मानसरोवर जोड्ने सडक उद्घाटन गरेको प्रति आपत्ति जनाउदै ज्ञापन पत्र बुझाएका हुन् | भारतले मिचेको नेपाली भुमि कालीनदी पूर्वको लिम्पियाधुरा सहितको जमिन ससम्मान नेपाललाई फिर्ता गर्न ज्ञापन पत्रमा आग्रह समेत गरिएको छ | ज्ञापन पत्रमा नेपाली समाजका अध्यक्ष चन्द्र बहादुर गुरुङ, प्रवासी नेपाली मंचका अध्यक्ष राजेन्द्र पुडासैनी, जनसम्पर्क समितिका अध्यक्ष युवराज गुरुङले हस्ताक्षर गर्नु भएको छ |

उक्त ज्ञापन पत्र भारतीय हाई कमिसन बेलायत (लन्डन) मार्फत भारतीय प्रधानमन्त्री नरेन्द्र मोदीलाई सम्बोधन गरी पठाइएको छ । पत्रमा कुटनीति संवादमार्फत भारतले मिचेको भूमि फिर्ता गर्न आग्रह गर्दै नेपाल र भारतको ऐतिहासिक सम्बन्ध कायम राख्नु आग्रह गरिएको छ ।

ज्ञापन-पत्र पठाउनु अघि नेपालको नयाँ नक्सासहित उपस्थित भएका नेताहरुले सक्षिप्त सम्बोधन गरेका थिए । बेलायत सरकारको गाइडलाइन अनुसार सोसियल डिस्ट्यासिङ कायम गरी संक्षिप्त प्रतिक्रिया दिँदै राजेन्द्र पुडासैनीले राष्ट्रिय एकतासहित प्रधानमन्त्रीले सीमा अतिक्रमणको विरोधमा उभिएको साथ दिनुपर्ने बताए । नेपाल र भारतीय जनताको सद्भाव लिएर अघि बढ्ने उनले बताए । ‘प्रमाणका आधारमा अतिक्रमित भूमि फिर्ता गर्नुपर्छ अध्यक्ष पुडासैनीले भने, यसका लागि हामी एकै ठाउँमा छौँ । त्यसैले हामीले संयुक्त रुपमै विरोध गरेका हौं । अर्का अध्यक्ष युवराज गुरुङले सीमा अतिक्रमण कुटनीतिक माध्यमबाट चाँडोभन्दा चाँडो समाधान गर्नुपर्ने बताए । मातृभूमि अतिक्रणविरुद्ध बेलायतमै भएपनि राष्ट्रियताका लागि एक ठाउँमा उभिएको छौं, उनले भने, यसका लागि कुटनीतिक पहल पनि आवश्यक छ । नेपाली समाज युकेका अध्यक्ष चन्द्रबहादुर गुरुङले सुगौली सन्धी अनुसार तत्काल जमिन फिर्ता गर्न आग्रह गरे । देशको सार्बभौमसत्ता बचाउन आफुहरु पार्टी राजनीति भन्दा माथि उठ्न चाहेको प्रतिक्रिया गुरुङ्गले दिएका थिए |

भारतले मिचेको नेपाली भुमि फिर्ता नभए आफुहरु हेग स्थित अन्तराष्ट्रिय अदालत जाने तयारी गरिरहेको र त्यसको लागि सन् १८१६ को सुगौली सन्धि देखिका सम्पूर्ण कागजातहरु बृटिश पुस्तकालयबाट लीनेकाम भैरहेको जनता समाजवादी पार्टी नेपालका केन्द्रिय सदस्य टेकबहादुर थापाले जानकारी दिए |

Subject: Protest letter Against Encroachment of Nepali territory
Excellency,

Our attention has once again been drawn to a serious incident of the opening of link road to Kailash Mansarovar via Lipulek which passes through Nepali territory. We strongly believe that the road has been constructed by India in sovereign Nepali territory which is not only an act of blatant land grab, but it is also an attack on the sovereignty and territorial integrity of our beloved motherland. We strongly express our profound regret over the incident of brazen violation of Nepali territory and strongly condemn the occupation of Nepali land by an as strong and powerful neighbor as India.

That the encroached land used by India for the construction of the road as described above along with whole land lying east of the Kali river- being an inalienable part of Nepal is borne out from many facts and historical pieces of evidence. As per the Sugauli Treaty of March 4, 1816, signed between Nepal and then British East-India Company Mahakali River (Kali in India) is established as the western border between the two countries. The Kali River originates from Limpiyadhura which is about 30 kilometers west of Kalapani. The political map issued by India on April 24, 1856, conforming to the Sugauli Treaty, regards Limpiyadhura as the river’s origin. There are several other maps drawn by authorities of the Survey of India following the 1816 treaty which clearly shows the areas namely Kalapani, Lipulekh, and Limpiadhura within the boundary of Nepal. Not only that, a census was done in the 1960s by the government of Nepal in three villages of Kuti Nabi and Gunji, located in that region also proves that the territory has always been an alienable part of Nepal. People living in those areas still have receipt of land tax paid to Nepali authorities even from the distant past.

The people of Nepal, the Nepali Diaspora across the globe, as well as the government of Nepal, stand as one against the bullying and encroachment of Nepali land as cited above by India. We as a nation of 30 million patriotic citizens with boundless love for our motherland than anything else under the sun, firmly believe in fraternity, equality, and justice as our core values. We sincerely desire to give continuity to our cordial and friendly relations with India as usual. We also cherish the cordial and warm relations that have existed historically between our two great nations and two peoples. But our cordiality and humbleness should not be construed as our weakness. We once again affirm our belief that we shall neither encroach upon others’ land nor shall we tolerate the encroachment on our land by others. No one, especially the close friend, can even imagine invading upon another’s territory on such a hard time of humankind on the world battle against COVID-19 which the Indian government has done against Nepal. You would agree, your Excellency, that the humankind in history has witnessed a long, tortuous painful period of war, aggression and forceful occupation of territories belonging to small and weak nations by big and powerful ones. But with the end of the cold war and advent of the 21st century, mankind has entered into a new phase of history in which the goodwill, fraternity, equality should be the basis of the relation between the nations irrespective of their size and strength.

We on behalf of thousands of Nepali migrants in the United Kingdom request in all our earnest to the Prime Minister of India through your good offices to take necessary action immediately to vacate and return the whole part of the land lying east of the Kali river which has been seized by India from the 1960s. We earnestly hope that the Indian government will take the positive initiative to resolve the issue amicably that will be enormously helpful to strengthen and deepen the bilateral relationship between our two countries.
